INTERROGATION
An idea or a fact is emphasized by using a question, which does not require an answer, instead of a statement.
Examples:
1. What though the field be lost?
2. Who is so foolish as to slay his own brother?
The fact that 'no one is foolish to slay his own brother' is emphasized by rephrasing the statement as a question.
3. Should I wait in despair?
4. Where is the light? What is our plight?
The given line is an example of Interrogation.
Here, questions are asked for rhetoric effect.
